General Description
The purpose of this job is to manage the daily operations and management of all athletic facilities within the parks and recreation department and to maintain a park system that is aesthetically appealing and provides a safe and enjoyable environment. This position reports to the Director of Parks and Recreation and works under general supervision, independently developing work methods and sequences. Duties and Responsibilities

- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Plans, coordinates and participates in the maintenance and repair of the parks and related facilities, equipment and grounds.
- Trains and supervises employees in landscaping, planting, spraying, pruning and propagation of plants.
- Supervises park improvements.
- Participates in preparing division budget and monitors expenditures.
- Prepares reports on division activities and equipment maintenance.
- Represents the department on the Tree and Beautification Committee and provides liaison with other departments and responds to citizens' inquiries.
- Assists in the development of and administers budgets for park and grounds facility upgrades and projects by reviewing budget requests, making recommendations, and providing justifications; prepares budget documents; monitors accounts; evaluates expenditures.
- Provides project planning, management and monitoring.
- Establishes an annual golf course maintenance plan, which covers all aspects of grounds maintenance over a five-year period.
- Ensures all OSHA and approved-safety procedures are followed.
- Manages programs and events, including the municipal golf course, that includes training, work and program schedules, checklists, budgets and evaluations; monitors registration, fees and charges, activity goals and objectives.
- Plans, develops, and oversees tournaments and special events, which includes setting events, dates, locations, layouts, materials, and supplies; determining financial needs; obtaining sponsors; recruiting and employing entertainment and staff/volunteers; setting fees, etc.
- Coordinates park maintenance activities and crews, including grounds and facility maintenance.
- Develops and enforces park policy and procedures to ensure safe and efficient work environments; analyzes trends in reports of park conditions and use; plans for future needs including expansions, additions, redesigns, and other modifications; performs park evaluations.
- Conducts budget analysis, prepares cost allocations, reviews expense reports, and ensures sufficient funds.
- Directs and supervises purchasing activities including screening purchases for compliance with proper process and procedure, developing specifications for purchases, acting as liaison between department and vendors, and developing procedures.
- Conducts inspections to ensure safe and sanitary conditions.
- Performs related work as required.
- Performs light to medium work that involves walking or standing virtually all of the time and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis or skill, adeptness and speed in the use of the fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy.

Special Certifications and Licenses:
- Prefers Certified Parks and Recreation Professional.
- Requires North Carolina Pesticide Applicators License.
- Must possess and maintain an appropriate, valid state drivers license with an acceptable driving history.
